sec. 324. adjustment for changes in the baseline.

In the House of Representatives, the chair of the Committee on the Budget may adjust the allocations, aggregates, reconciliation targets, and other appropriate budgetary levels in this concurrent resolution to reflect changes resulting from the Congressional Budget Office’s update to its baseline for fiscal years 2018 through 2027.


Counsel Notes

As a formal matter, the Committees on the Budget, under section 312 (CBA), may update it’s baseline as it sees fits. Still, this language specifies the authority, and includes “reconciliation targets” is a departure from that section. CBO always issues an Budget and Economic Update each August. This update has already been published by CBO: An Update to the Budget and Economic Outlook: 2017 to 2027.

This text is most notable for its inclusion of “reconciliation” targets, not because of the clumsy use of the term “target” rather than “directive” but rather these are not authorized to be updated using section 312 (CBA).

Section 324 authorizes the Chair of the Committee on the Budget to adjust the budgetary levels in this concurrent resolution to reflect changes from CBO’s update to its baseline for fiscal years 2018 to 2027.
