Legislative History
The Congress failed to formally adopt a concurrent resolution on the budget for fiscal year 2020. Deeming resolution language was adopted for both the House of Representatives and the Senate as section 201 (BBA 2019) and section 204 (BBA 2019) of the Bipartisan Budget Act of 2019 (116th Congress). The former section did not deem a full resolution into force, but instead provided adjustment authority for an existing deeming resolution (H. Res. 293) the House had passed.
This House adopted deeming resolution language on April 9, 2016: In doing so, it took a two-step process, introducing one resolution (H. Res. 293), and then adopting a second resolution (H. Res. 294) to bring the first into effect. Hence, section 3 of the latter resolution deemed that the first resolution was in force. The reason for this procedure was likely an economy of roll call votes, since the second resolution could take care of multiple housekeeping measures with one vote of the House. The fiscal year 2020 deeming language in the BBA 2019 allows these levels to be adjusted.
The Senate Budget Committee did manage to report a budget resolution, S. Con. Res. 12 (116th Congress). The resolution was not considered by the Senate.
(BBA 2013, BBA 2015, and BBA 2018). Since floor consideration of a budget resolution in the Senate entails an endless procession of amendments and voting thereon, it might not something they do since it will be rendered pointless by a law superseding it all.
