Legislative History

By the April 15 deadline, the Committee on the Budget of the House, nor had the full House, adopted any concurrent resolution on the budget. Hence, of course, no conference report on a budget was adopted, as required by that “deadline”. On April 9, 2016, they did pass H. Res. 294 (116th Congress). Section 3 of that measure deemed the terms of H. Res. 293 (116th Congress) to be in force. 

The Senate Budget Committee did manage to report a budget resolution,  S. Con. Res 112 (116th Congress).  The full Senate, assuming a legislative deal will be enacted in the form of a “Bipartisan Budget Act of 2019”, a short title that would be consistent with the past three budget deals (BBA 2013, BBA 2015, and BBA 2018). Since floor consideration of a budget resolution in the Senate entails an endless procession of amendments and voting thereon, it might not something they do since it will be rendered pointless by a law superseding it all. 

The House Deeming resolution, H. Res. 293, comprises two sections:

Sec. 2. Limitation On Advance Appropriations.
