Legislative History

The Congress adopted the First Concurrent Resolution on the Budget Resolution for Fiscal Year 1982 on May 21, 1981.  Instead of adopting a Second Budget Resolution, as is required by section 310 (CBA), as that section was originally enacted, Congress adopted S. Con. Res. 50 (97th Congress), a concurrent resolution that “reaffirmed” the first one.  The operative language in that resolution is as follows:

That pursuant to section 310(a)[1] of the Congressional Budget Act of
3t USC 1as1. 1974, the concurrent resolution on the budget most recently agreed to
with respect to the fiscal year 1982 (H. Con. Res. 115, Ninety-seventh Ante, p.1743. Congress) is hereby re-affirmed.

Endnotes

[1] When section 310 was first enacted, it served two purposes: (1) It required a second budget resolution to be adopted by September 25 of each year. This resolution was to affirm or revise the most first budget resolution’s budget levels; (2) it permitted that resolution to include directives to committees to recommend changes in law to achieve the levels, a process known as “reconciliation”. As originally anticipated, reconciliation was to have appropriation and entitlement bills not enrolled after passing the House or Senate until any necessary reconciliation was made. Then a reconciliation resolution was to be adopted directing the Clerk of the House and the Secretary of the Senate to make the necessary changes in the bills being held.
