Unfunded Mandates Reform  Act of 1995

SEC. 104. REPEAL OF CERTAIN ANALYSIS BY CONGRESSIONAL BUDGET OFFICE.

Section 403 of the Congressional Budget and Impoundment Control Act of 1974[1] is amended—

(1) in subsection (a)—

(A) by striking out paragraph (2);

(B) in paragraph (3) by striking out ‘‘paragraphs (1) and (2)’’ and inserting in lieu thereof ‘‘paragraph (1)’’; and

(C) by redesignating paragraphs (3) and (4) as paragraphs (2) and (3), respectively;

(2) by striking out ‘‘(a)’’; and

(3) by striking out subsections (b) and (c).

[1] This section (section 104) of UMRA 1995 amended the former section 403 of the Congressional Budget Act of 1974. This section was renumbered as section 402 by the section 10116(c) of the Budget Enforcement Act of 1997 (Pub. L. 105–33, 111 Stat. 251, 692).

JOINT EXPLANATORY STATEMENT OF THE COMMITTEE OF CONFERENCE

The joint statement of managers of the committee of conference on the measure including this description:

Sec. 104. Repeal of existing requirements for CBO mandate cost estimates

Section 106 of the Senate Bill repeals provisions in section 403 of the Budget Act that are superseded by Part B.

Section 305 of the House Amendment contained similar language.

Section 104 of the Conference Substitute contains the Senate language.

EFFECTIVE DATE

The effective date for this section is Jan. 1, 1996, or on the date 90 days after appropriations made available, as authorized by section 110 (UMRA 1995), whichever earlier, and applicable to legislation considered on and after that date.
