 TITLE I—STATUTORY PAY-AS-YOU-GO ACT OF 2010
sec. 2. PURPOSE.

The purpose of this title is to reestablish[1] a statutory pro­cedure to enforce a rule of budget neutrality on new reve­nue and direct spending legislation.

[1] The term “reestablish” indicates the intent to return to the pay-as-you-go enforcement procedure in force for legislation enacted between 1990 and 2002. S-Paygo did not bring back the previous system in its entirety, but rather used part of the expired law and enacted new sections, which, when combined, served to “reestablish” a deficit-neutral enforcement system similar to that originally enacted by the Budget Enforcement Act of 1990 and extended by the Budget Enforcement Act of 1997 through 2002. 

The law was originally drafted by staff at the Office of Management and Budget in 2010 and sent to Congress, which then redrafted parts of the law related primarily to do with the treatment of certain tax policy extensions. 

S-PAYGO Section-by-Section (Congressional Record)

The Statutory Pay-As-You-Go Act of 2010 (Pub. L. 111-139) does not have a formal report for it. Senator Kent Conrad (D-ND) inserted a section-by-section in the Congressional Record, which summarized this section:   

Section 2. Purpose: The purpose of the Statutory Pay-As-You-Go Act (PAYGO) of 2010 is to reestablish a statutory procedure to enforce a rule of budget neutrality on new revenue and direct spending legislation.
