Sec. 225. Jurisdiction of Committee on Government Operations. [1]
Clause l(j) of Rule X of the Rules of the House of Representatives is amended by inserting after item (5) the following new item: “(6) Measures providing for off-budget treatment of Federal agencies or programs.”.

[1] Section 225 provided the Committee on Government Operations, in the 114th Congress the “Committee on Oversight and Government Reform,” with the jurisdiction over “measures providing for off-budget treatment of Federal agencies or programs.” This jurisdiction has since been shifted to the Committee on the Budget of the House.
Jurisdiction
Jurisdiction over budgetary matters was largely transferred to the House Budget Committee at the beginning of the 104th Congress. See the Jurisdiction of the House Budget Committee for more information.

“(3) Establishment, extension, and enforcement of special controls over the Federal budget, including the budgetary treatment of off-budget Federal agencies and measures providing exemption from reduction under any order issued under part C of the Balanced Budget and Emergency Deficit Control Act of 1985.”
Notes from clause 1 of rule x of the House Manual and Rules
Three rereferrals from the Committee on Government Reform to the Committee on the Budget marked this migration of off-budget treatment jurisdiction: (1) the Committee on the Budget has primary jurisdiction over a bill excluding from the budget the Civil Service Retirement and Disability Fund (although the Committee on Oversight and Government Reform retains programmatic jurisdiction over that Fund); (2) the Committee on the Budget has primary jurisdiction over a bill excluding from the budget the Highway Trust Fund, the Airport and Airway Trust Fund, the Inland Waterways Trust Fund, and the Harbor Maintenance Trust Fund (although the Committee on Transportation and Infrastructure retains programmatic jurisdiction); and (3) the Committee on the Budget has secondary jurisdiction over a bill amending title 49 of the United States Code and providing offbudget treatment for the Highway Trust Fund, the Airport and Airway Trust Fund, the Inland Waterways Trust Fund, and the Harbor Maintenance Trust Fund (Dec. 6, 1995, p. 35572).

Section 225. Jurisdiction of Committee on Government Operations
This section amends clause 1(j) of rule X of the Rules of the House of Representatives to include the budgetary treatment of agencies or programs in the jurisdiction of the Committee on Government Operations.

Name of the Committee on Oversight and Government Reform
The “Committee on Government Operations”, established in 1952, was the name of the Committee overseeing the operations of the Federal Government when BBEDCA was enacted in 1985. It was changed to the “Committee on Government Reform and Oversight” at the beginning of the 104th Congress. At the beginning of the 106th Congress, this was changed to the Committee on Government Reform and then at the start of the 110th Congress, to the “Committee on Oversight and Government Reform”.
