Sec. 226. Continuing study of congressional budget process. [1]

Clause 3 of Rule X of the Rules of the House of Representatives is amended by adding at the end thereof the following:

“(i) The Committee on Rules shall have the function of reviewing and studying, on a continuing basis, the congressional budget process, and the committee shall, from time to time, report its findings and recommendations to the House.”.

[1] This section provided the Committee on Rules of the House the jurisdiction and responsibility to review the Congressional budget process and “report its findings and recommendations from time to time.” Though the language remains in the House Rules, the Committee on the Budget of the House now has jurisdiction over the budget process “generally” and has largely supplanted this responsibility.

Explanatory Notes

The Joint Explanatory Statement of the Managers of Conference on the Balanced Budget and Emergency Deficit Control Act of 1985 included this description:

Section 226. Continuing Study of Congressional Budget Process

This section amends clause 3 of rule X of the House of Representatives. It includes among the functions of the Rules Committee the continuing study of the congressional budget process.
