TITLE VI—BUDGET AGREEMENT ENFORCEMENT PROVISIONS
SEC. 603. CONSIDERATION OF LEGISLATION BEFORE ADOPTION OF BUDGET RESOLUTION FOR THAT FISCAL YEAR.

(a) Adjusting Section Allocation of Discretionary Spending.—If a concurrent resolution on the budget is not adopted by April 15, the chairman of the Committee on the Budget of the House of Representatives shall submit to the House, as soon as practicable, a section 602(a) allocation to the Committee on Appropriations consistent with the discretionary spending limits contained in the most recent budget submitted by the President under section 1105(a) of title 31, United States Code. Such allocation shall include the full allowance specified under section 251(b)(2)(E)(i) of the Balanced Budget and Emergency Deficit Control Act of 1985.

(b) As soon as practicable after a section 602(a) allocation is submitted under this section, the Committee on Appropriations shall make suballocations and promptly report those suballocations to the House of Representatives.

BEA 1990 and Repeal

Section 13111 of the Budget Enforcement Act of 1990 (Pub. L. 101-508; 104 Stat. 1388-605amended Title VI of the Congressional Budget Act of 1974, thereby enacting the legislative procedural provisions of the bipartisan budget summit agreement of 1990 into law.

Section 10118 of the Budget Enforcement Act of 1997 (Pub. L. 105-33, 111 Stat. 251, 695, Aug. 5, 1997) repealed Title VI (CBA) in its entirety,  including this section.

Public Laws

The Congressional Budget and Impoundment Control Act of 1974 (Pub. L. 93–344) enacted this section as “Section 603. Five-Year Budget Projections.” 

The Budget Enforcement Act of 1990 (Pub. L. 101–508) amended the Congressional Budget Act of 1974, adding this as a new section 603. The amendment was made pursuant to section 13111 of title XIII  of the Omnibus Budget Reconciliation Act of 1990. The short title of title XIII is the BEA 1990. See 104 Stat. 1388–605; November 5, 1990.

The Budget Enforcement Act of 1997 (Pub. L. 105-33) repealed this section when it repealed all of title VI. See section 10118 (BEA 1997); 111 Stat. 251, 695, August 5, 1997.

Prior Provisions

The prior section 603 (CBA, as enacted) amended the Budget and Accounting Act of 1921, which was classified to 31 U.S.C. 11. It was repealed and reenacted in section 1105(a)(1)–(14) of Title 31, Money and Finance, by Pub. L. 97–258, §5(b), Sept. 13, 1982, 96 Stat. 1068The new section 1105 is shown in Pub. L. 97-258 beginning at 96 U.S.C. 908. The repeal is displayed in a table on page 1082 listing the sections of Pub. L. 93-344 (CBA) repealed by Pub. L. 97-258. 

The first section of the Pub. L. 97-258 (96 Stat. 877) enacted Title 31 of the U.S. Code as “Money and Finance”.
