TITLE VI—BUDGET AGREEMENT ENFORCEMENT PROVISIONS
SEC. 607. EFFECTIVE DATE.
This title shall take effect upon its date of enactment [Nov. 5, 1990] and shall apply to fiscal years 1991 to 1998.

Section 607 of title VI of Pub. L. 93–344, as added by Pub. L. 101–508, title XIII, §13111, Nov. 5, 1990, 104 Stat. 1388–607; amended by Pub. L. 103–66, title XIV, §14002(c)(3)(B), Aug. 10, 1993, 107 Stat. 684, provided that: “This title [enacting this subchapter] shall take effect upon its date of enactment [Nov. 5, 1990] and shall apply to fiscal years 1991 to 1998.”
BEA 1990 and Repeal
Section 13111 of title XIII the Budget Enforcement Act of 1990 (Pub. L. 101-508; 104 Stat. 1388-607) amended Title VI of the Congressional Budget Act of 1974, thereby enacting the legislative procedural provisions of the bipartisan budget summit agreement of 1990 into law.
Section 10118 of the Budget Enforcement Act of 1997 (Pub. L. 105-33, 111 Stat. 251, 695, Aug. 5, 1997) repealed Title VI (CBA) in its entirety, including this section.

Public Laws
The Congressional Budget and Impoundment Control Act of 1974 (Pub. L. 93–344) enacted this section as “Section 607. Year-ahead requests for authorization of new budget authority.” [Section as enacted by CBA. It was repealed and reenacted as 31 U.S.C. 1110 by Pub. L. 97-258.]
The Budget Enforcement Act of 1990 (Pub. L. 101–508) amended the Congressional Budget Act of 1974, adding this new section 607. The amendment was made pursuant to section 13111 of title XIII of the Omnibus Budget Reconciliation Act of 1990. The short title of title XIII is the BEA 1990. See 104 Stat. 1388–607; November 5, 1990.
The Omnibus Budget Reconciliation Act of 1993 (Pub. L. 103–66) amended this section under section 14002(c)(3)(B) of title XIV, 107 Stat. 683; August 10, 1993).
The Budget Enforcement Act of 1997 (Pub. L. 105-33) repealed this section when it repealed all of title VI. See section 10118 (BEA 1997); 111 Stat. 251, 695, August 5, 1997.
Prior Provisions
The prior section 607 (CBA), as enacted, was classified to section 11b of former Title 31. It was repealed and reenacted as section 1110 of Title 31, Money and Finance, by Pub. L. 97–258, §5(b), 96 Stat. 1068; Sept. 13, 1982. Section 1110 is shown as it was reenacted by Pub. L. 97-258 at 96 U.S.C. 913. The repeal is displayed in a table on page 1082 listing the sections of Pub. L. 93-344 (CBA) repealed by Pub. L. 97-258.
The first section of the Pub. L. 97-258 (96 Stat. 877) enacted Title 31 of the U.S. Code as “Money and Finance”.
Amendments
1993
Section Generally
Section 14002(c)(B)(3) of OBRA 1993 extended the effective date of title VI, the Budget Agreement Enforcement Provisions, through fiscal year 1998. Prior to amendment, the section read as follows:
This title shall take effect upon its date of enactment and shall apply to fiscal years 1991 to 1995.
