SEC. 214. GENERAL ACCOUNTING OFFICE STUDY; OFF-BUDGET AGENCIES; MEMBER USER GROUP.
Title IV of the Congressional Budget Act of 1974 is amended by inserting at the end thereof the following new sections:

COUNSEL NOTES
[1] Pages 269-272 of the BPLA includes the legislative text of section 405 through 407 of the Congressional Budget Act of 1974. It does not include the amendments made since it was published in 1993. Section 10116(c) of the Budget Enforcement Act of 1997 (Pub. L. 105-33) redesignated these sections as sections 404 through 406, since that Act repealed section 402. Section 404 (as enacted), related to amendments made to the jurisdiction of the Congressional Appropriations Committees was redesignated as section 403. It was not repealed.
