Legislative History

For fiscal year 2014, the both the House and the Senate passed budget resolutions, each being adopted by the respective chambers in March of 2013. With the House controlled by Republicans and the Senate with a Democratic majority, no conference was immediately held. The Chairs of the Budget Committees, Senator Patty Murray and Rep. Paul Ryan, met through the summer and ultimately agreed to hold a conference on the budget resolutions.

While conference meetings were held, no budget resolution was ever adopted by both Houses. Instead and agreement was reached for a broader legislative package of spending-reductions was reached and enacted in the form of the Bipartisan Budget Act of 2013 (H. J. Res. 59 (113th Congress) which became Pub. L. 113-67.
