Division C — Budgetary and Other Matters 

For the budgetary purposes of the Bipartisan Budget Act of 2018, Division C is the primary budgetary aspect of the Act: It directly amends the Balanced Budget and Emergency Deficit Control Act of 1985 and does in the same fashion as the Bipartisan Budget Act of 2013 and the Bipartisan Budget Act of 2015. It also includes deeming resolutions for both the House and Senate to serve as a budget resolution for fiscal year 2019.

It also resets the Statutory paygo scorecards to zero, increases the debt limits, and establishes a Joint Select Committee on Budget and Appropriation Process Reform.
