The fiscal year 1977 budget process was unique insofar it had three concurrent resolutions adopted. The third budget resolution was described by the Chairman of the House Budget Committee, Rep. Robert Giamo, in the following way:
“You will recall that we passed the third budget resolution affecting fiscal year 1977 as a result of the necessity for a stimulus package, quote unquote.”[1]
