Summary

The Bipartisan Budget Act of 2013 (P.L. 113-67). This partially cleaned up the relatively messy drafting Budget Control Act of 2011 by transferring the effective discretionary caps from section 251A to where they have traditionally been located in section 251(c) and eliminated the years that had elapsed. More was not accomplished due to a fear and lack of understanding on the parts of those making decisions on the technical matters. Substantively, the BBA 2013 also reset the discretionary spending limits for the “revised nonsecurity” and “revised security” categories for fiscal years 2013 and 2014.

Subtitle B of that title, was titled “Establishing a Congressional Budget” and was served as a substitute for a concurrent resolution on the budget resolution for fiscal year and with the possibility, which then occurred, for fiscal year 2015.

Note: This Act reflected a deal made pursuant to negotiations related to the Concurrent Resolution on the Budget for Fiscal Year 2014. Though no budget resolution was adopted for that fiscal year, a conference was held by the House and Senate Budget Committees, and this Act was drafted pursuant to that the agreement reached between Chairman Paul Ryan and Chairman Patty Murray.
