Summary
The Bipartisan Budget Act of 2018 in terms of amending the discretionary spending limits under sections 251 and 251A repeated the technical drafting from the Bipartisan Budget Act of 2015, itself and extension of the Bipartisan Budget Act of 2013. The bill, though, included quite a number of budget-related provisions, including:
Deeming Resolutions for the House and Senate in lieu of Fiscal Year 2019 Budget Resolutions; the establishment of a Joint Select Committee on Budget and Appropriations Process Reform; an increase in the public debt limit; resetting the Statutory Pay-As-You-Go Scorecards to zero.
