Summary

The Bipartisan Budget Act of 2018 in terms of amending the discretionary spending limits under sections 251 and 251A repeated the technical drafting from the Bipartisan Budget Act of 2015, itself and extension of the Bipartisan Budget Act of 2013. The bill, though, included quite a number of budget-related provisions, including:
Deeming Resolutions for the House and Senate in lieu of Fiscal Year 2019 Budget Resolutions; the establishment of a Joint Select Committee on Budget and Appropriations Process Reform; an increase in the public debt limit; resetting the Statutory Pay-As-You-Go Scorecards to zero.

Note: This bill included numerous budgetary items of interest: A continuing resolution extending government funding through March 23, 2018; a deeming resolution for fiscal year 2019; clearing to zero of the S-Paygo Scorecards; an increase in the public debt limit; the creation of a Joint Select Committee Budget and Appropriations Process Reform. 

Revised the discretionary spending limits for two years: Fiscal Years 2018 and 19. See paragraphs (5) and (6) of section 251(c) (BBEDCA)
