COUNSEL NOTES
[1] BPLA Note #908 describes section 606 of the Congressional Budget Act of 1974, as originally enacted, which is on p. 332. That version of section 606 directed the Congressional Committees on the Budget to study off-budget agencies considered off-budget, specifically “those provisions of law which exempt agencies of the Federal Government” from inclusion in the Budget of the United States. Subsequent to this provision of the Balanced Budget and Emergency Deficit Control Act of 1985, another section 606 (from BPLA) was added by the was added by the Budget Enforcement Act of 1990 related to the 1990 Budget Summit Agreement.
