Unfunded Mandates Reform  Act of 1995

SEC. 3. DEFINITIONS.[1] 

For purposes of this Act—

(1) except as provided in section 305 of this Act, the terms defined under section 421 of the Congressional Budget and Impoundment Control Act of 1974 (as added by section 101 of this Act) shall have the meanings as so defined; and

(2) the term “Director” means the Director of the Congressional Budget Office.

JOINT EXPLANATORY STATEMENT OF THE COMMITTEE OF CONFERENCE

The joint statement of managers of the committee of conference on the measure including this description:

Sec. 3. Definitions 

The Senate Bill provides that for purposes of this Act the terms defined under Sec. 408(h) of the Congressional Budget and Impoundment Control Act of 1974 (as added by Sec. 101 of this Act) shall have the meanings as defined. The Senate Bill also defines the term ‘‘Director’’ as the Director of the Congressional Budget Office. The House Amendment provides that for purposes of this Act the terms defined under Sec. 421 of the Congressional Budget Act of 1974 (as added by Sec. 301 of this Act) shall have the meanings as defined. The House Amendment also defines the term ‘‘s mall government’’. The Conference Substitute adopts the Senate language with technical changes.
