Congressional Budget Act of 1974
Section 901
TITLE IX – MISCELLANEOUS PROVISIONS; EFFECTIVE DATES
amendments to the rules of the house [1]
Sec. 901. (a) Rule XI of the Rules of the House of Representatives (as amended by section 101(c) of this Act) is amended by inserting immediately after clause 22 the following new clause:
“22A. The respective areas of legislative jurisdiction under this rule are modified by title I of the Congressional Budget Act of 1974.”
(b) Paragraph (c) of clause 29 of Rule XI of the Rules of the House of Representatives (as redesignated by section 101(c) of this Act) is amended by inserting “the Committee on the Budget,” immediately after “the Committee on Appropriations,”.
(c) Subparagraph (5) of paragraph (a) of clause 30 of Rule XI of the Rules of the House of Representatives (as so redesignated) is amended by inserting “and the Committee on the Budget” immediately before the period of the end thereof.
(d) Subparagraph (4) of paragraph (a) of clause 30 of Rule XI of the Rules of the House of Representatives (as so redesignated) is amended by inserting “and the Committee on the Budget” immediately before the period at end hereof.
(e) Paragraph (d) of clause 30 of Rule XI of the Rules of the House of Representatives (as so redesignated) is amended by striking out “the Committee on Appropriations may appoint” and inserting in lieu thereof “the Committee on Appropriations and the Committee on the Budget may each appoint”.[2]
(f) Clause 32 of Rule XI of the Rules of the House of Representatives (as so redesignated) is amended by inserting “the Committee on the Budget,” immediately after “the Committee on the Appropriations,”.
(g) Paragraph (a) of clause 33 of Rule XI of the Rules of the House of Representatives (as so redesignated) is amended by inserting “the Committee on the Budget,” immediately after “the Committee on the Appropriations”.

Pub. L. 93–344, title III, §901, 88 Stat. 330, July 12, 1974. The Congressional Budget Act of 1974 enacted this section into law.
Note: This section amended the Rules of the House of Representatives. These rules are subject to further amendment through changes in statute or by House resolutions or joint resolutions. The Rules of the House were recodified at the beginning of the 106th Congress by H. Res.5 of that Congress.
Section 901 was enacted by Pub. L 93-344, 88 Stat. 331, July 12, 1974 (Congressional Budget Act of 1974).
Current Clause 9 of Rule X
(d) Subject to appropriations hereby authorized, the Committee on Appropriations may appoint by majority vote such staff as it determines to be necessary (in addition to the clerk of the committee and assistants for the minority). The staff appointed under this paragraph, other than minority assistants, shall possess such qualifications as the committee may prescribe.
Notes from the House Rules and Manual
This paragraph (formerly clause 6(d) of rule XI) derives from section 202(b) of the Legislative Reorganization Act of 1946 (60 Stat. 812), which was incorporated into the rules on January 3, 1953 (p. 24). The exemption was extended to the Committee on the Budget by section 901 of the Congressional Budget Act of 1974 (88 Stat. 330). The reference to that committee was inadvertently omitted by the 93d Congress (H. Res. 988, Oct. 8, 1974, p. 34470) and reinserted by the 94th Congress (H. Res. 5, Jan. 14, 1975, p. 20). The 104th Congress deleted the exemption for the Committee on the Budget (sec. 101(c)(5), H. Res. 6, Jan. 4, 1995, p. 462). Before the House recodified its rules in the 106th Congress, this provision was found in former clause 6(d) of rule XI (H. Res. 5, Jan. 6, 1999, p. 47).
