Summary
Scorekeeping—The term scorekeeping indicates the procedure used estimate the various effects on budget concepts that legislation or enacted law has. These effects must be measured against a projection, termed a baseline, which are prepared by the Congressional Budget Office and the Office of Management and Budget, but are also used by the Committees on the Budget in the form of a concurrent resolution on the budget. The budgetary effects the process of scorekeeping measures are budget authority, receipts, outlays, and deficits, among many others.
