Omnibus Budget Reconciliation Act of 1993 (Budget Provisions from Title XIV) General
The Omnibus Budget Reconciliation Act of 1993, was President Bill Clinton’s fiscal year 1994 budget (his first). The budget requested, and achieved, tax increases (on high income earners), reductions in discretionary appropriations spending, and extended the procedural elements of the Budget Enforcement Act of 1990 (Pub. L. 101-508).
