About the Compilations of the Budget Laws

Of vital importance in drafting a law of any sort is knowing exactly what the law is that one is amending. This is not true for bills on things that are entirely new, but this is a rarity, any new law is bound to implicate current law in some fashion. With budget law, because of the multiplicity of laws and the complexity of the subject matter since it encompasses both statute and Congressional rules, it is even more important.

Up to date compilations of the law, however, are not always the easiest thing to come by. Below are the ones that exist, going back to the 1980s. The most recent is called a “Compendium” since it is far more expansive and includes a great deal of supporting material intended to help the reader understand the law. A new Compendium from the author of this website (and former House Budget Counsel) is in the process of being prepared and perhaps one day will be completed.
